Özgür Gülkılık

Mr. Gulkılık has held contract, project management and consultancy positions for nearly 20 years. Throughout his professional life, he has gained extensive experience in contract-claim management and project management with specific focus on contract forms, contract and correspondence preparation, contract-claim management, scheduling and delay analysis, insurance claims, evaluation of sub-contract tenders including management of pre-bid and post-bid correspondence.

Mr. Gulkılık started his contracts & claim management career as contract engineer of İstanbul Kadıkoy – Kartal Underground Metro System. Thereafter, he acted as the contracts & claims specialist of Rehabilitation and Signalization of Irmak – Karabuk – Zonguldak Railway Line project in Turkey funded by the European Union. Afterwards, he administrated the project control functions of a major railway construction project in Turkey, inclusive of contract management.

Since March 2015, he has been providing full-time contract & claims consultancy services as an ICM consultant.

Continuing his career, he took responsibilities in all aspects of project and contract -claim management including preparation and negotiation of contractor’s cost and time-extension claims, variation proposals, expert witness assignments, arbitration support and establishment of project management tools.

Mr. Gülkılık holds a BS degree in Civil Engineering of Yıldız Technical University, M.Sc. from Marmara University in Engineering Management and an LL.M degree in Construction Law & Arbitration of Robert Gordon University. He is a Member of Chamber of Civil Engineers, İstanbul. Mr. Gülkılık has residency in Turkey.
