Enes Bebek

Mr. Bebek has held site operation, technical office, planning and cost control positions with leading construction firms for nearly 15 years. Throughout his professional life, he has gained extensive experience in site operations and project management, with specific focus on contract forms, contract and correspondence preparation, contract-claim management, scheduling and delay analysis, cost control and cost management.

Mr. Bebek has experience in infrastructure projects such as power plants, oil and gas facilities, railways and underground storage facilities, as well as superstructure projects including airports and buildings. His international project experience covers Turkey, Oman, Saudi Arabia, Iraq, Algeria, Turkmenistan, Kazakhstan and Uzbekistan. Since May 2026, he has been providing contract and claims consultancy services for ICM Consulting, including contractual advice, quantum and extension of time claim preparation, arbitration and litigation assistance.

Mr. Bebek has taken responsibilities in all aspects of project and contract-claim management, including preparation and negotiation of contractors’ cost and time-extension claims, variation proposals, forensic schedule analysis, cost management and support for dispute adjudication board proceedings. He holds a BSc degree in Civil Engineering from Yildiz Technical University. He is a member of the Chamber of Civil Engineers, Ankara, AACE and PMI. Mr. Bebek has Turkish as his mother tongue and speaks English fluently. He has residency in Turkey.
